Finance and Resources Committee
Membership;

Terms of Reference:
- In consultation with the Headteacher, to agree the annual budget plan, ensuring that the delegated budget is spent in a manner which contributes to the delivery of a quality education for all pupils & is consistent with the priorities of the School Improvement Plan
- To ensure that the school operates within the Financial Regulations of the Local Authority
- To make decisions on expenditure following recommendations from the other committee,
- To establish & maintain an up to date 3-year financial plan
- To monitor value for money decisions, that goods and services purchased are of good quality, correct quantity and the best price possible
- To ensure that sound financial systems and controls are in place
- To report back to the Full Governing Board at least once a term
- To investigate and evaluate opportunities
- To ensure compliance with relevant Health & Safety legislation, that the required policies are in place and communicated.
- Ensure that relevant statutory policies are in place and are reviewed as required.
- To ensure that the school premises and grounds are maintained
- To maintain an inventory of equipment, furniture, plant and vehicles
- To prepare, maintain and implement an Accessibility Plan for disabled pupils
- Promote the wider use of the school to the community and to determine arrangements for use, including charges and insurance cover.
- To monitor the upkeep of buildings and assets
- To ensure compliance with statutory requirements relating to school fees, charges and remissions and requests for voluntary contributions to support the school and its’ activities.

Terms of Reference
- To monitor each school’s progress against the School Improvement Plan (SIP)
- To receive Governor feedback from any classroom monitoring activities taking place across the Federation
- To receive and review assessment checkpoint analysis, focusing particularly on the performance of Pupil Premium, Special Educational Needs & Disabilities, Gifted & Talented and those students making less than ‘good’ progress
- To monitor the effectiveness of the teaching teams’ planning and improvement
- To monitor each school’s progress against its targets for student achievement
- To monitor the implementation and effectiveness of each school’s preparation of pupils for public tests and exams
- To oversee arrangements for educational visits, and ensure that an Educational Visits Coordinator (ECV) is involved in the planning for such activities.
- To monitor the implementation of the following policies; Cross Curricular Literacy & Numeracy, Homework, Presentation of Work, Sex & Relationships, Teaching, Learning and Assessment, Special Educational Needs & Disabilities, Pupil Premium, Gifted & Talented and Intervention.
- To monitor the effectiveness of pastoral planning and improvement
- To review the effectiveness of the tutor group system at SKS
- To be satisfied that opportunities for student leadership are being exploited to the full.
- To monitor the implementation of the following policies; Good Behaviour, Anti-bullying, Attendance & Punctuality, Child Protection and Safeguarding.
- To monitor the Performance Management of staff.
General
- Meetings are deemed quorate when attended by 50% of members.
- Committees have delegated powers.
- Financial decisions made may be reviewed and changed by the FGB.
